摘要
当前人才资源已经成为国际竞争的重要因素。依托我国的重大人才工程和人才计划,各地方政府和综合实验区都在摸索一条吸引人才的创新政策,通过对北京中关村、上海张江、无锡"东方硅谷"、武汉东湖、福建平潭、广州南沙这六个典型人才实验区在人才政策创新及其成果的数据探讨,形成了高层次人才创新政策与人才工程推动作用之间的闭合路径图。实验区高层次人才引进应创新方式方法、政策创新应建立建成创新体系;政策施行受到市场经济、特区软硬环境、法律保障体系以及自身优劣势和政策价值取向的影响。
Currently, human resources have become an important factor of international competition. Relying on our major personnel engineering and personnel plan, local governments are exploring policies of innovation to at- tract talents. This paper, by analyzing the talent policy innovation and its results of the data of six typical experi- mental areas including Beijing Zhongguancun, Wuxi, Zhangjiang, Wuhan East Lake, Pingtan, Nansha, comes up with a closed path diagram between high -level talents innovation policy and talent project. High -level tal- ents introduction should innovate methods and establish innovation systems to innovate policies. The application of policies is influenced by market economy, soft and hard environments, legal security system, their own advan- tages and disadvantages and the value of policy orientation.
