摘要
基于HOV模型,本文利用2004~2010年26个制造业行业的数据实证检验了环境规制对我国制造业竞争力的影响。结果显示:环境规制对我国制造业竞争力的影响呈“U”型,现在我国仍处在拐点的左侧,即环境规制强度的提高将降低竞争力,“波特效应”还不显著;随着分位点的提高,环境规制对我国制造业竞争力的负面影响逐步降低,这主要是由我国产业结构和竞争力特点决定的。随着我国制造业的转型升级,如果能够制定合理科学的环境政策,实现环境规制与竞争力良性循环是完全有可能的。
Based on HOV model,this paper empirically tests the effect of environmental regulation on competitiveness by using the panel data of China's 26 manufacturing industries during 2004 ~ 2010.The result indicates that the relation between environmental regulation and China's manufacturing industries' competitiveness appears U shape.China is now at the left of inflection point.It also means that,along with strengthening the environmental regulation,China' s competitiveness will decline because the Potter Effect is insignificant.With the increase of quantile,the negative effect of environmental regulation on competitiveness reduces gradually.This is decided by the China's industrial structure and competitiveness characteristics.With the upgrading of China's manufacturing industries,it is available to realize a good national economic recycling between environmental regulation and competitiveness if the reasonable and scientific environmental policy is drawn up.
