摘要
西部地区发展基础、发展底线与其他地区的巨大落差,决定了其义务教育均衡是一种不断提升自身底线的教育均衡发展模式。西部地区的义务教育均衡发展的历程大致可划分为潜伏期、探索期、倾斜期三个阶段。其发展特色为:在现实的基础上萌芽,在外援的基础上成长,在扶弱的基础上发展,在创新的基础上壮大。西部地区义务教育均衡发展的趋势为:由资源配置向资源激活发展,由多层级负责向省级统筹发展和由弱势帮扶向校际互动发展。
The huge gap between the western and other regions in the development basis and bottom line determines that the balanced development of compulsory education of western areas is a process of constant improvement of their bottom line, divided into incubation, exploration and being preferential stages. The development features can be summarized as: emergence from the actual conditions, growth with the foreign aid, advancement coordinated with helping the weak, and expansion driven by innovation. And in terms of the trends, western compulsory education is evolving from resources allocation to resources activation, from multi -level management to provincial overall planning, and from giving aid to the weak to interaction between schools.
