自主技术创新对中国碳排放的影响效应——基于省际面板数据的实证研究 被引量:10

Effect on the China Carbon Emissions of Independent Technology Innovation——An Empirical Study Based Provincial Panel Data

摘要 在中国建设创新型国家和应对气候变化的战略背景下,实证考察自主技术创新对CO2排放的影响具有重要意义。利用中国1995-2012年省际面板数据,基于创新产出角度,以专利授权数量衡量自主创新能力,分析不同层次自主创新对CO2减排的影响。结果表明:1从全样本来看,发明专利、实用新型专利与外观设计专利对减排均有显著影响,但发明专利的减排效果低于其它两种专利;2分阶段来看,1995-2004年,实用新型专利与外观设计专利对减排具有积极影响,而发明专利对减排没有明显作用,而在2005-2012年,发明专利对减排的积极效应则超过其它两种专利;3分区域来看,与沿海地区相比,内陆地区在依靠自主创新推行节能减排方面存在明显差距。在此基础上,提出相应对策建议。 In the strategic background of speeding up the construction of innovative country and actively respond to climate change in China, empirical study of the impact of independent technology innovation on carbon dioxide emissions has im- portant implications. Using the provincial panel data from 1995 to 2012 in China, from the angle of innovation output, uti- lizing patent license number to measure the independent technological innovation ability, this paper studies the impact of different level independent innovation on carbon dioxide emissions. Results show that: ①From the whole sample, invention patent, utility models and appearance design patents have significant positive effects on emission reduction, but the invention patent's emission reduction effect is lower than the other two patents;②From the point of phase, from 1995 to 2004, utility model and appearance design patents have positive influence on emission reduction, the invention patent has no obvious effect on emission reduction; From 2005 to 2012, the invention patent's positive effect on emission reduction is obvious more than the other two patents; ③From the point of sub regional, there is obvious gap about through independ- ent innovation to promote energy conservation and emissions reduction between coastal areas and inland areas. This paper demonstrates the importance of original innovation for Chinese low carbon transformation at the present stage, and based on explaining the empirical results, this paper puts forward the policy recommendations of low carbon transformation.
