摘要
"分歧管控"是中国领导人在新形势下提出的稳定中美关系的重要理念,源于中国"求同存异"的传统外交思想原则和对中美关系现实的深刻认识。中美战略性分歧主要是指中美双边和地区安全领域的分歧与矛盾,直接关系到中美关系发展趋势,因此中美加强战略分歧管控十分必要。事实上,中美两国存在共同的安全利益,并在一些传统安全难题上开始出现新的互动,为两国有效进行战略分歧管控提供了基础和空间,同时也提出了原则性要求。
The notion of managing China- U. S. strategic differences,which is derived from Chinese traditional diplomatic principle of 'seeking common ground while reserving differences',is a new thinking developed by the Chinese leaders in order to stabilize Sino- U. S. relations under the new situation. With the steady narrowing of economic gap between the two sides,the U. S. is worrying that China may seek to break the existing order in the Asia- Pacific. In fact,China and the United States have a wide range of differences in economic,political and strategic fields. Especially,their strategic differences over security issues may derail China- U. S relations in a drastic way. So it is imperative for the both sides to explore new approaches to manage their differences and keep China-U. S. relations on a healthy track of 'mutual respects and win- win cooperation'.
