古代雷州地方官府在财政困难,支出控制极严的情况下,仍不忘慈善事业的兴办,其重要的原因之一是最高封建统治者为了统治的长治久安,对慈善事业高度重视。然而,古代雷州地区的官办慈善事业也存在着局限,明显的表现在两个方面:一是地方财政困难,使慈善事业未能充分发挥其解民困厄的积极作用;二是吏胥因缘为奸,从中渔利,削弱了慈善事业的功能。
