依法治国是一个完整的体系,要全面推进依法治国,首先要依宪治国。在这一体系中,依法行政的提出是比较早的。推进依法行政、加强法治政府建设的举措主要有依法全面履行政府职能、依法决策、深化行政执法体制改革、全面推进政务公开等六方面重要内容。法治体系需要全方位建设,十八大之后,中央强调依法治国、依法执政、依法行政要共同推进,法治国家、法治政府、法治社会要一体建设。在全面推进依法治国过程中,公正是司法改革的核心追求,法治工作队伍建设是依法治国的组织和人才保障。

The rule of law is a complete system. To promote it comprehensively, we must first govern the country in accordance with the constitution. In this system, the concept of conducting administration according to law was put forward very early. In order to promote the said concept and develop a law-based government, the main measures are to fully perform government functions according to law, make decisions in a lawful manner, deepen the reform of the system of law enforcement, and make government affairs public. The rule of law system needs a full range of development. After the Eighteenth CPC Congress, the central leadership has emphasized that the rule of law and government administration according to law should be promoted at the same time, and efforts should be integrated to ensure that our country, government and society are all based on the law. In comprehensively promoting the rule of law, justice is the primary goal of judicial reform, and improving the contingent of judicialrelated personnel is the guarantee of the rule of law from the organizational and human resources perspectives.
