On System Integrity of Local Legislation for Intellectual Property

在地方知识产权立法中,制度廉洁性评估作为有效手段规范地方立法,对我国地方经济、科技发展起到了至关重要作用。而现行的制度廉洁性评估核心评价标准仍不明确,因此应进一步明确现行评估内涵外延、细化评估重点、建立健全评估机制,实现建立法治政府的目标。

In local legislation for intellectual property, the system integrity evaluation can improve local legislation and economic and scientific development in China. However, the current core evaluation standards are not clear and definite. Therefore, the content, focus and mechanism of evaluation system should be improved, so as to realize the goal of building up law - based government.
