基于PSR框架模型的江西省低碳城市化发展评价

本文基于PSR框架模型型,结合当前江西省低碳城市化发展的现状结现状,从压力从、状态、响应3个子系统构建了江西省低碳城市化发展的评价指标体系,运用层次分析法确定各指标权重重,采用线性加权法计算2003-2012年江西省低碳城市化发展综合评价指数值,并采用协调度函数测度发展协调状况。结果表明:江西省低碳城市化发展水平有一定提高,但是水平提升有限;提升过程中压力—状态—响应三大系统间的协调度总体上有了明显的改善,但还是存在不均衡、不和谐的情况。最后,结合研究结果提出了调整升级产业结构等对策建议。

Based on the PSR frame model, combined with the current situation in Jiangxi province, we build an evaluation index system for the development of low carbon urbanization in Jiangxi with the PSR subsystems, apply the analytic hierarchy process to determine the weight of each index, use the linear weighted method to calculate the development comprehensive evaluation indexes of the low carbon urbanization in Jiangxi province from 2003 to 2012, and then measure the coordination situation of the low - carbon urbanization with the method of coordination function. The result is that the level of the low - carbon urbanization in Jiangxi province has been improved to some extent, but with a limited scale. Along with the development process, the coordination of the PSR system, as a whole, has a pronounced uplift, even if there still exists partial lopsidedness. At the end of the paper, we have some suggestions for the further development concerning the low -carbon urbanization in Jiangxi province.
