Promoting the scientific and technologic innovation is a significant strategy for China’s economic transformation and upgrading, and the financial support plays an important driving role in scientific and technologic innovation. The paper analyzes the specific case of intellectual property rights financing in Baoji city, discusses the role of the participating parties such as the govern-ment, banks and enterprises, and summarizes the useful experience such as collaborative governance, building the trading platform, breaking information barriers and financing risk compensation and so on.
