药品“零差率”实施后对居民诊疗行为影响的调查分析

Changes of Medication Behavior of Community Residents after the Implementation of Zero Rate Policy

目的:统计分析药品"零差率"政策对社区居民诊疗行为的影响,评价政策的实施效果。方法:采用分层随机抽样的方法,对药品"零差率"政策实施后的901名社区居民进行问卷调查。调查居民对药品"零差率"政策的知晓情况、就医行为的变化、用药行为变化及对此项政策的满意度等。结果:调查对象对基本药物制度有较高的知晓率和支持率,对基本药物制度满意率为91.8%,而对药品"零差率"的知晓率不是很高。结论:药品"零差率"在一定程度上降低了医药费用、使患者在就医的流向上发生了变化。但同时也暴露出一些政策实施过程中的不足,例如宣传力度不够、药品种类和数量不能满足居民的需要。

Objective： To analyze the changes of community residents＆#39; medication behavior by ＆quot;zero policy＆quot; and evaluate the effects of the policy implementation. Methods： Using a stratified random sampling method, nine hundred and one community residents were visited to conduct a questionnaire survey on the awareness of zero rate policy, the changes of seeking doctor and medication behavior, and their satisfaction of this policy. Results： The basic drug system had a high rate of awareness and support, and the overall satisfaction was 91.8%, while the awareness rate of drug zero rate policy was not very high. Conclusion：Implementation of drug zero rate policy, to a certain extent, has reduced medical costs and changed the flow of patients in medical treatment. But it also exposed some deficiencies in the process of policy implementation, such as the need to strengthen the policy advocacy efforts and to increase the type and quantity of drugs to meet the needs of local residents.
