西咸新区失地农民就业路径探析

The employment ways for landless farmers in Xixian new district

西咸新区的全面建设将产生近60万失地农民,数量巨大的失地农民使当地政府面临着巨大的挑战,这些人能否实现再就业将会对区域城市化进程与居民平均收入产生显著影响。文中根据西咸新区规划用地布局方案,通过对新区可提供的就业岗位和适宜失地农民的就业的岗位进行预测,结果表明,西咸新区规划提出的以围绕都市农业打造现代田园城市的规划定位及规划产业集群发展满足失地农民就业需求,同时政府应发挥引导作用以提供一定数量的公益性岗位来实现合理有效安置。并提出在未来的规划方案制定中应积极考虑失地农民安置问题,保证规划实施的同时保护农民利益。

The construction of Xixian new district will generate nearly 600,000 landless farmers. A huge number of landless farmers is enormous challenges that the local government need to face. Whether these people be able to be re- employed or not will have a significant impact to regional urbanization and average income of residents.Based on the land use planning program of Xixian new district,we forecasted the jobs the district can provide and the jobs suitable to landless farmers. According to the planning guidance,a modern urban agriculture will be created around the garden city,and the industrial clusters will be developed to meet the employment needs for landless farmers,and the government should provide a certain number of public service jobs to achieve reasonable and effective aftercare. Meanwhile,the article proposed in future planning program resettlement of landless peasants should be actively considered to ensure the implementation of the plan while protecting the interests of farmers.
