我国能源安全保障与环境保护的相互关系及影响机制

Research on the Relationship and Influence Mechanism of Energy Security and Environmental Protection in China

构建能源安全度和环境保护度的指标,利用全国30个省区面板数据进行实证研究发现,我国能源安全保障与环境保护二者之间密切相关,但也表现出明显的地区差异。我国能源安全保障与环境保护二者之间通过经济增长、制度创新、产业结构调整、技术进步、以及贸易与投资方式等产生影响。我国能源安全保障程度不高,环境保护力度不够,需要紧密结合国家政策,高度重视能源安全保障和环境保护;加强新能源产业的投资发展;加快产业结构调整;注重技术进步,最终实现能源安全保障与环境保护目标。

After constructing the index of energy security and environmental protection degree, this paper use the panel data of 30 provinces to found there is a close correlation between China＇ s energy security and environmental protection, and also show significant regional differences. The economic growth, institutional innovation, the adjustment of industrial structure, technological progress, and the trade and investment etc, make Influence between China＇ s energy security and environmental protection. Energy security and environmental protection is not gualitied enough, so we needs to follow combine national poli- cy, attach great importance to energy security and environmental protection, strengthen new energy industry investment and development, accelerate the adjustment of industrial structure, put emphasis on technological progress, eventually to achieve energy security and environmental protection objectives.
