城镇居民基本医疗保险框架下老龄群体保障公平性变化趋势分析

Analyzing the change of equity of guarantee for the elderly in basic medical insurance system for urban residents

目的：了解城镇居民基本医疗保险制度覆盖下的老龄群体保障公平性问题，分析其变化趋势，并提出相应的对策建议。方法：利用2007-2010年“国务院城镇居民基本医疗保险试评估入户调查数据”，对老龄人群的医疗保险筹集、医疗服务利用与偿付公平性进行比较分析。结论与建议：尽管老龄群体的保障公平性均有所改进，但作为社会中越来越庞大的弱势群体，政府对老龄群体的医疗保障问题仍需要给予高度关注，从制度层面给予健康保障。

Objective To study the equity of guarantee for the elderly in basic medical insurance system for urban residents, and put forward suggestions for its improvement. Methods Based on the data of China Urban Resident Basic Medical Insurance An- nual Survey from 2007 to 2010, the equity of fundraising, utilization of health service and reimbursement for the elderly was compar- atively analyzed. Results and Suggestion ： The medical insurance for the elderly still needs to be further improved, especially institu- tionally ensured.
