矿产资源开发与生态环境协调发展及路径研究——基于系统论角度

Research on the Path to Realize the Coordinated Development between Mineral Resources Development and Ecological Environment——Based on System Theory

节约资源、保护环境是新时代中国经济社会发展不变的主题,矿产资源开发和生态环境协调系统构建现实意义重大。协调系统由经济社会、矿产资源、生态环境三大子系统组成,三大子系统两两之间相互作用、协调运行。开源节流,保证矿产资源可持续供给;环保创新,提高生态环境承载力水平;强化管理,构建经济社会发展新模式等三方面措施共同维护协调系统的持续良好运行,促进实现矿产资源的供需稳定,经济社会、矿产资源以及生态环境协调发展。

Conserving resources and protecting the environment can be understood as a constant theme of China＆#39;s economic and social development of a new era. It is signiifcant to build coordination system between mineral resource development and ecological environment. This system consists of economic society, mineral resources, and ecological environment, in which between any two subsystems they can interact on each other and run smoothly. This paper points out that in order to jointly safeguard and coordinate a consistent and well operation of this system, realize the stability of supply and demand of mineral resources, as well as coordinated development among economic society, mineral resources and ecological environment, we must devote our efforts to increase income and reduce expenditure so as to ensure sustainable supply of mineral resources; raise the bearing capacity of ecological environment through environmental protection and innovation; enforce management and build a new economic and social development model.
