特种设备事故应急救援预案是以危险源评价和事故预测为依据而制定的紧急事件控制和抢险救灾工作的计划,对突发事故应急救援行动有至关重要的指导意义。在分析目前我国特种设备事故问题严重性的基础上,论述了国内特种设备应急救援管理上存在的诸多问题及建立应急预案体系的紧迫性。研究了编制特种设备应急救援预案的要求和基本内容,可为相关部门和企业编制特种设备事故应急救援预案提供重要的参考。
