森林采伐限额管理制度改革研究——以福建省永安市为例

随着林业改革的不断深入,森林经营主体的多元化使原有的林木采伐计划分配格局发生了显著变化,原有的森林采伐限额管理制度逐渐显示出不利于改革推进的制约性。在集体林权制度改革的先行地区,福建省永安市对此进行了具体探索,提出了林改后采伐限额管理制度设计。
