摘要
城乡学前教育资源的利益相关者主要有政府、学校和家长等方面。政府作为利益相关者在扩大城乡学前教育资源中的价值在于提供政策支持和法规保障、提供经费的支持、提供师资、实现城乡的均衡发展。为实现这种价值,政府在扩大城乡学前教育资源中采取的策略主要有:前提是政府首先承认作为利益相关者;关键是提供政策支持和法规保障;基础是构建政府的问责制;条件是公办和民办学前教育资源的整合。
The stakeholders of the urban and rural preschool education resources are government , school and parents.The value of the government as the stakeholder in the expansion of urban and rural preschool education resources lies in providing the policy support and legal guarantee, fund support and teachers and realizing the urban and rural balance development .Therefore the main strategies of the government are: the precondition is acknowledging its position of stakeholder ; the key is providing the policy support and legal guarantee; the basis is constructing the accountability system and the condition is integrating the public and private preschool education resources.
