Public hospitals reform in Shanghai had been at the forefront of the country.In order to grasp the whole idea of the reform of public hospitals in Shanghai as well as new policies and initiatives, and providing a reference for other provinces to accelerate the reform of public hospitals,the paper analyzes and interprets recently introduced three-year action plan for the reform of public hospitals in shanghai and its six supporting documents.
