电网建设项目物资预控管理研究

随着国家电网公司"三集五大"管理体制的不断改革和深化,对物资集约化的要求也越来越高,加强和完善物资采购预控管理,对提高物资计划管理水平,保障物资供应起着非常重要的作用。通过对常用物资的付款比例进行研究,建立电网建设项目物资预控管理模型,并确定新建项目和续建项目的预控申请及调整方法,为物资预控提供科学合理的管理方法,最大限度地满足项目建设的需求,合理安排其预算支出,有效避免成本消耗中存在的浪费及资金不能及时、准确到位等问题。
