国际低碳经济发展经验及对中国的启示

Experiences on International Low Carbon Economy Development and Enlightenment to China

指出了近年来,各国纷纷将低碳经济列入国家战略,在产业政策、能源政策、技术政策、贸易政策等方面进行了一系列大调整,并综合运用法律、行政、财税、金融等手段促进低碳经济发展,为各国发展低碳经济,应对气候变化取得了积极成效。我国发展低碳经济时,应该借鉴国际社会低碳经济的政策和措施并结合我国国情,提出我国低碳经济的发展战略,并逐步建立起我国低碳经济政策框架。通过分析研究国际社会发展低碳经济的政策和措施,得出了以下三点关于我国发展低碳经济的启示:1制定发展低碳经济规划与政策体系,引导低碳经济的发展;2制定发展低碳经济法律体系,保障低碳经济健康发展;3重视低碳产业发展,加大资金投入力度,鼓励低碳经济发展。

In recent years ,many countries have considered low carbon economy as a national strategy and they make a series of major adjustments in some aspects which include industrial policy ,energy policy ,technology policy ,and trade policy ,etc .Those countries also use legal ,administrative ,fiscal ,financial and other means to promote the de‐velopment of low carbon economy ,w hich has achieved positive results for the development of low carbon economy and tackling climate change .When developing low carbon economy ,China should learn from the policies and meas‐ures of international low carbon economy and combine them with China＇s national conditions so as to propose the de‐velopment strategy of China＇s low carbon economy ,and then gradually establishing a policy framework of low carbon economy .Through the analysis of international community＇s policies and measures of developing low carbon economy , this article proposes the following three inspirations about developing low -carbon economy in China：1） Establishing planning and policy system of low carbon economy to guide the development of low carbon economy .2） Establishing legal system of low carbon economy to ensure the healthy development of low carbon economy .3） Paying more atten‐tion to the development of low carbon industries and increasing capital investment so as to encourage the development low carbon economy .
