摘要
突发事件应急指挥的复杂不确定性对信息服务提出了较高的要求,文中针对突发事件应急指挥活动的特点规律,分析了应急指挥信息服务系统的功能需求,设计了系统的总体结构,提出了基于SOA架构的应急指挥信息服务系统框架。重点对数据资源层、数据处理层、信息服务层、SOA架构层进行说明,以CDMA应急指挥灾害信息发布组件模型为例,对服务组件的实现方法进行简要说明。结合实际应用,该系统有效地提升了应急指挥效能。
Emergency command, for its complexity and uncertainty, puts forward a higher requirement on in- formation service. Aiming at the characteristic of emergency command, function requirement and overall structure of the information service system is analyzed, and the architecture of emergency commond infor- mation service system based on SOA also proposed. Then, this paper focuses on explainations of data resource layer, data processing layer, information service layer and SOA, and taking the component model of CDMA emergency commond disaster-information-release as an example, briefly describes the service com- ponent implementation method. Practical application indicates that this system could effetively raise the ef- ficiency of emergency command.
