摘要
2012年1月1日起,2011版用地分类与规划建设用地标准(GB 50137-2011)正式实施,中小学用地从居住用地大类归类调整到了公共服务和公共管理设施用地大类中的教育科研用地内。本文在充分认识到中小学用地分类调整的目的和意义的前提下,在使用新标准进行的城市总体规划的编制过程中,从中小学用地的布局时遇到的新问题切入,对中小学用地布局进行了一些技术性的分析,提出了在总体规划阶段,中小学的布局作为强制性内容的困处与解决思路。
Since January 1st 2012 a new version of the Code for Classification of Urban Land Use and Planning Standards of Development Land (GB 50137-2011) was approved to be formal y implemented. In this Code, land for both primary and middle schools have been reclassified from residential land to educational and science research land. This new classification now aligns itself with administration and public services. In the process of composing comprehensive city plans, the new standards for reclassification for primary and middle schools have raised new chal enges for planners. This paper utilizes a technical analysis in terms of scale and positioning of these schools. As wel as discussing the purpose and rationale behind this reclassification, this paper offers solutions to the new chal enges brought forward by the compulsory content in primary and middle schools land planning in the comprehensive planning process.
