摘要
如何编制合同生效后的项目进度计划,已有成熟的管理程序,如:在合同生效后,通过编制项目的计划与控制程序(Schedulingand Control Procedure),就项目的进度计划体系、内容、编制方法给予明确定义,但对于投标报价阶段,投标商如何编制项目的进度计划,包括:编制的深度、内容、格式,还没有清晰和统一的定义。而此进度计划的编制水平直接影响最终的报价结果,特别是海外EPC投标报价项目,对最终获得项目起着至关重要的作用。论文依据作者以往的经验就如何编制投标报价书中(海外EPC项目)的进度计划予以论述,并列举了案例予以说明。希望通过此文探讨如何编好投标报价阶段的进度计划,共同提高标书进度计划的质量,进而提高EPC项目的中标率。
There is a definitely procedure about how to develop time schedule for project execution, i.e, atter contract award, contractor shall develop project scheduling and control procedure to define schedule system, responsibility, methodology etc., however, regarding the development of time schedule during bidding phase, it seems no clear and normal procedure, such as, schedule level, activity content, format, etc. however, this time schedule, as a key deliverable of bidding document, specially for overseas EPC project, is highly important, its qulity is otten to decide bidder's final result. In this thesis, the writer, based on past experience, described how to develop time schedule in bidding document for overseas EPC project, meanwhile, in order to have a clear explaination, one example were illustrated and analysed. Hopefully, the thesis is helpful to improve time schedule development for Chinese bidder on overseas EPC project, furthermore, to increase the bidding hit rate for Chinese engineering company.
