摘要
本文利用"中国雇主一雇员匹配数据追踪调查(2012)",采用多变量Probit模型考察工会主席专职化对工会维权活动的影响效应。结果发现:工会主席专职化强化了工会在工伤补偿、改善工作环境及改善住宿和伙食等员工福利方面的作用,而在提高员工工资、发加班费及减少解雇等核心维权活动方面的作用并不显著;工会主席专职化对工会维权作用在不同性质的企业有显著差异,在公有制企业主要表现为改善工作环境,而非公有制企业工会主席的专职化对工会维权的推动作用更大,特别是在发放加班费、工伤补偿等方面。
This paper uses the data from the Matched Employer-Employee Longitudinal Survey to assess the impact of chairman specialization on the union activities,by multivariate probit model.The results show that full-time chairman of union can strengthen the role of union in protecting the injury,improving the working environment and promoting the accommodation and food,but the specialization of chairman plays no significant role in increasing wages and overtime compensations or reducing dismissal.The impact of chairman specialization is distinct in different nature enterprises.The full-time chairman of union in the public enterprises only improves the working environment,but increases overtime and injury compensation in the non-public enterprises.
