新型药事管理模式在新医改试点基层医院的应用初探

Preliminary Exploration on Application of New Type Pharmacy Administration Model at the New Medical Reform Pilot Primary Hospitals

目的在基层医院的医药卫生体制改革(简称新医改)中探索一种新型的药事管理模式,促进药学学科的建设,有效监管临床合理用药。方法通过对我国基层医院医院药学发展现状的分析,结合新医改对基层医疗机构,特别是县(市)级医院药学带来的机遇和挑战,探索出一种让医院药学在医改中成功转型、使医院药师地位也同时提高的新模式。结果药学部门办公室作为行政职能科室分担并行使医务科的一部分监管职能,制订各种药事管理制度并及时发布和实施,医院药事管理工作明显加强,工作效率明显提高且执行力较强。结论药学部门作为行政职能科室,让医院药学部门的监管职能得到有效发挥,使药师在医院合理用药的监管中有了合法的地位,药师将会更好地服务于临床、服务于患者。

Objective To explore a new type of pharmacy management model at the medical reform pilot primary hospitals to promote the development of pharmacy discipline and effectively supervise the rational drug use in clinic. Methods Through analyzing the development situation of pharmacy at the primary hospitals in our country combining with the opportunities and challenges brought by the health care reform to the grass-roots units, particularly to the county（ city）-level hospitals, a new model for transforming the hospital pharmacy successfully and simultaneously increasing the status of pharmacists in these hospitals was explored. Results The pharmacy department office as an administrative division shared and exercised a part of supervising function of the medical affairs department,formulated, timely issued and implemented a variety of pharmacy management systems. The pharmacy management works were significantly strengthened,the work efficiency was obviously increased with better executive ability. Conclusion The pharmacy department as a hospital administrative functional office effectively plays its supervising function,enables the pharmacists to have a legal status in the supervision of rational drug use and conduces to the pharmacists＇ better services for clinic and patients.
