大学生村官权益保障:不足与过度并存

Insufficiency and Excessiveness Co-existed: the Protection of the Rights and Benefits of University-Graduate Village Officials

大学生村官制度的推行对于我国新农村建设与发展具有重要意义。但目前大学生村官的一些基本权益诸如身份权、收入权、发展权乃至工作权等方面没有得到充分的保障,而与此同时,有的大学生村官的收入过高、发展出路过好,形成明显的不公平。为此,应当完善村民委员会选举制度,由县级政府统筹大学生村官收入,规范大学生村官的出路以保障他们合理合法的权益。

The implementation of university-graduate village officials system plays a significant role in the construction and development of the new socialist countryside of China. Some fundamental rights of university-graduate village officials, such as the rights of status, of income, of promotion and even rights of working are not fully guaranteed. But some of them enjoy a salary higher than the normal and a job prospect better than the average, which is clearly unfair. In view of the unfairness, the paper proposes that （1） the village electoral system should be improved, （2） the income of university-graduate village officials should be taken into account as a whole by the county-level government, and, （3） the reasonable and legal rights and the prospect for promotion should be ensured.
