面对"十三五"转型发展要求,资源环境承载不足制约,如何提高环境保护参与宏观决策的能力,推动经济发展方式转变,促进环境保护优化经济社会发展,成为需要迫切解决的问题。文中以山西为例,就环保参与宏观调控存在的问题进行探讨,并提出促进环境保护调控经济社会发展的对策与建议。
