在借鉴管理工程与系统科学的前沿成果——系统"双通道"理论的基础上,以上海海洋大学工程学院关工委为例,分析了普通高校二级关工委工作的现状,探讨了高校二级关工委工作的创新工作机制和科学管理方法。

Based on the idea of management engineering and system science, this paper proposes the work innovation of Ed-ucation Committee of Concerning about the Younger Generation in Shanghai Ocean University（SHOU）, then discusses the strategy no how to realize the work innovation of Education Committee of Concerning about the Younger Generation.
