地方政府新闻发布绩效评估的实证研究——以广东佛山市为例

An Empirical Study of Local Government Performance Evaluation on News Release——Case Study of Foshan City,Guangdong Province

目前我国各级政府新闻发布制度已经全面建立,而作为制度建设的重要环节,新闻发布绩效考核与评估才刚刚起步。作为地方政府新闻发布制度建设及机制运行效果研究主题,透过广东佛山市研究个案,发现佛山市各区和各部门新闻发布制度较为健全,突发事件舆论处置较为稳妥,政媒互动沟通较为积极,主管部门和专业机构对此给予较高评价。同时也存在总体发展不平衡,少数单位制度建设不够完善、新媒体发布平台建设参差不齐,政媒互动沟通不够充分、新闻发布实施效果有待提升等问题。因此,制度建设规范化、机构设置标准化、队伍建设专业化、新闻发布常态化与多样化,以及增强新闻发布针对性,明确舆情处置责任主体等将成为政府应对舆情传播的必要措施。

At present,news release system of levels of government has been fully established in China,however,as an important part of the system construction, appraisal and evaluation performance of press release has just taken its first step. In this paper,the research topic focuses on the effect of the system construction and operation mechanism conducted by the local governments.We choose Foshan City of Guangdong Province as the case study by perspectively and deeply evaluating the performance index. The research shows that the news release system in this area is sound in disposing the unexpected events. There are positive interactions between the government and the media. It also receives favorable comments fromthe direct supervisor and the professional bodies.At the same time,there still exists the development imbalances. The system construction of some units is far from perfect. There await more improvements in such area as the new media publishing platform,the interaction between government and the media,and the news and issues releasing.Therefore, this paper proposes that the system construction and institutional settings be standardized,team building be specialized,press releases be normalized and diversified, while enhancing the targeted press releases and clarifying the main responsibility for suggestions disposing.
