河北农业信息化水平实证研究与分析

Empirical Research and Analysis on the Agricultural Information Level in Hebei Province

加强农业信息化建设是加快农村经济发展、提升农村人口生活质量、促进"三农"问题解决的必要手段和重要基础。河北省是农业大省,环抱京津,地理位置十分重要。在京津冀一体化背景下,加快农业科技进步、提高农业信息化水平、推动农业可持续发展成为我省重大而急迫的战略任务。近年来,河北省农业信息化在应用中存在一些亟待解决的问题,建立一套完善的指标体系及评价模型并用于分析各地区的具体情况,有利于发现问题、找出差距、促进河北省农业信息化水平的提升。本文首先结合当前河北省农村经济社会发展的实际情况,制定了一套农业信息化指标评价体系,并根据熵值法确定各指标的权重。其次,通过支持向量机方法建立非线性回归模型,并对河北省各县市农业信息化水平进行了评价及预测。最后,对河北省农业信息化水平进行了实证分析,并提出了对策和建议。

To strengthen the agricultural information construction is the essential way and important basis to speed up ruraleconomic development, improve the living quality of rural residents, and promote to solve the ＂Three Rural Issues＂. HebeiProvince is a big agricultural province around the Beijing and Tianjin, the geographical location is very important. Under thebackground of integration of the Beijing-Tianjin-Hebei, speeding up the agricultural scientific and technological progress,improving the level of agricultural information, promoting the agricultural sustainable development become significant andurgent strategic tasks in Hebei Province. In recent years, there are some problems that need to be settled urgently in theapplication of agricultural information in Hebei Province, so it will be better for us to found the problem , figure out the gapand improve Hebei Province agriculture information level by establishing a set of perfect index system and evaluation modelmeanwhile analyzing regional specific circumstances through them. First, combined with the actual situation of the ruraleconomic and social development in Hebei Province, this paper developed a set of agricultural information index evaluationsystem and determined the weight of each index according to the entropy value method. Second, this paper established thenonlinear regression model by support vector machine （SVM） method and evaluated and predicted the agriculturalinformation level of all the cities and counties in Hebei Province. Finally, the article made an empirical analysis of theagricultural information level in Hebei Province and gave us some solutions and suggestions.
