越南高校办学自主权现实困境及对策思考

摘要 近年来,落实办学自主权问题成为越南高等教育管理体制改革的主要话题。越南高校希望根据其对社会所承担责任,获得更多办学自主权,更好地为社会服务。为此,越南高校要集中制定高等教育发展战略,并将战略转变为系统化政策;教育部要在不越位的基础上加强对高校监督;完善享有自主权的国家大学模型,并将现在享有自主权的高校模式扩大到全国所有高校;明确厘定国家教育管理机关和高校的职责、任务及权限。 In recent years,exercising school-running autonomy has become the major issue in the reform of Vietnamese higher education management system.Vietnamese colleges and universities hope that they should have greater school-running automy and serve society better according to their social responsibility.In order to fulfil the hope,higher institutions of learning should make strategies for the development of higher education and change them into systematic policies while the Ministry of Education should exercise supervision over colleges and universities within the scope of its power,improve the national models of school-running autonomy and spread them out all over the country,and clearly define the responsibility,tasks and power of the national educational administration departments and the schools.
