基本药物制度对村卫生室影响的案例分析

Case analysis of essential medicine system impact to village clinics

[目的]了解基本药物制度实施后对村卫生室的影响。[方法]以贵州省某县村医为例,采用焦点组访谈的方法了解基本药物配送、百姓利用及村医收入变化等情况,利用NVIVO 10.0对访谈内容进行编码、归类、分析。[结果]基本药物提供的可及性不足,对减少药品费用的效果不明显,一定程度制约中医药特色的发挥;村医欠缺宣传基本药物的能力、药物提供品种与村民用药存在矛盾。[结论]需构建基本药物配送竞争机制,提高补偿水平,采取与新农合等政策捆绑宣传等策略,促进基本药物制度在基层的顺利实施。

ObjectiveTo know essential medicine system impact to village clinics after it carry out.Methods Took a village clinic as an example, knew the situation of essential medicine delivery, people utilization and income change of village doctors which by the method of focal group interview. Coding, classify and analysis to the content of interview by NVIVO10.0.Results Shortage of the accessibility of essential medicine providing. Unconspicuous of the effect of reducing medicine expense. Restrict the development of traditional Chinese medicine at a certain extent. Village doctors were short of the ability of essential medicine broadcast. There was contradiction between medicine varieties providing and the farmers medicine request.Conclusions It is need to build competitionmechanism of essential medicine delivery. Improve compensation level. Adopt the broadcast strategy of binding with NVMS. So as to promote successfully implement of essential medicine in grass roots.
