我国政府、非政府组织和公民三重信托关系分析

Analysis of Three Trust Relationships between Governments,Non-governmental Organizations and Citizens in China

非政府组织、政府和公民都是影响国家公共管理和公民社会生活的重要变量,厘定和促进非政府组织、政府和公民三者之间的三重信托关系具有重大意义。非政府组织应是相对独立的社会团体,然而非政府组织的独立性受到政府组织的不当干预,政社关系有待彻底理顺;非政府组织应是一个自我管理完善、可以值得社会信赖的组织,但目前我国非政府组织的社会可信赖度却不高;非政府组织自身管理体制不健全,无法有效地维护公民权利和提供公共服务。鉴于此,要增强政府与非政府组织、公民之间的互信;加快推进社会治理体制改革,理顺政府与非政府组织之间的责权关系;按照民主和效率的要求,厘清非政府组织内部的工作关系,提升非政府组织的管理水平。

Non-governmental Organizations,governments and citizens are important variables affecting on public management and the citizen＇s life,so it is of great significance to collate and stipulate three trust relationships between them. The non-government organizations should be relatively independent,but its independence is on undue intervention by governments,the relations of society and governments needing to be thoroughly straightened out. Non governmental organizations should be a self managed,can be worth the trust by the government and society,but its social credibility is not high. Because the management system of nongovernment organization is not perfect,it can not effectively protect the rights of citizens and provide public services. In view of this,we must strengthen trust between governments and non-governmental organizations straighten out the duty relationships between them. And in accordance with the democracy and efficiency requirements,we need to clarify the internal working relationships in non-governmental organizations and promote its management level.
