我国医疗机构药品集中采购工作回顾性研究

Retrospective study on drug's centralized purchasing system of healthcare institutions in China

通过文献研究等方法,系统回顾我国医疗机构药品从分散采购到集中采购经历的萌芽阶段、初创阶段、调整阶段和深化阶段,梳理分析不同发展阶段的工作特点、取得的成效、存在的问题。针对当前药品采购面临的问题和挑战,提出改革和完善公立医院药品集中采购办法,坚持以省为单位集中采购的方向,坚持"四个有利于"的基本准则,全面破除"以药补医"机制,同步推进医保、流通、价格改革联动,加强综合服务和监管。

In this paper, a systematical and retrospective review was made on how the drug purchasing system of Chinese healthcare institutions has evolved from decentralized purchasing to centralized purchasing based on four stages as budding stage, initial stage, adjustment stage and deepening stage. In each stage, the working characteris-tics, achievements and problems have been analyzed. Targeting at the problems and challenges confronted with current drug purchasing, recommendations was made to reform and improve public hospitals’ centralized purchasing system, such as persisting centralized purchasing online at provincial level, sticking to “four favorable” principles, breaking through the mechanism of compensating medical cost with drugselling profits, promoting coordinated interaction reforms in healthcare insurances, distribution and pricing, strengthening comprehensive services and supervision, etc.
