江西省社会组织参与艾滋病防治工作状况调查分析

Investigation and analysis on the participation of social organizations in AIDS prevention and control in Jiangxi,China

目的掌握江西省社会组织参与艾滋病(acquired immunodeficiency syndrome,AIDS)防治工作的现状,分析其需求和存在的问题,为今后更好地发挥其独特优势和作用提供参考。方法采取问卷调查和重点人物访谈两种方式,收集和整理了江西省范围内参与艾滋病防治工作的52个社会组织的基本资料。结果江西省目前尚无暗娼及吸毒人群服务组织;地域分布主要集中在南昌、上饶等艾滋病情况较为严重或者受社会关注比较多的地区;专职人员较少,经费来源单一,与相关部门的合作以购买服务为主;存在自身能力建设不足、缺乏统一有效的管理平台、筹资能力欠缺等突出问题。结论结合不同组织类型,针对性地积极引导、重点扶持,在加强其自身能力建设的同时,构建统一管理机制,保持江西省社会组织参与艾滋病防治工作的可持续性。

Objective To understand the situation of participation of Jiangxi Province social organizations in AIDS prevention and treatment, and to analyze their needs and problems, in order to provide reference for playing their unique advantages and function. Methods Questionnaire and interview of crucial personnel were conducted, the data of the 52 social organizations, which had participated in the prevention and treatment of AIDS in Jiangxi Province was collected. Resuits There were no organizations serving the demimondes or drug - users ; the organizations mainly located at Nanchang City, Shangrao City and other places where the situation was more serious ; there were fewer professionals, funds and cooperation from relative departments than needed ; there were prominent problems as follows ： lack of self - construction, effective management platform, and available funds. Conclusions Different types of social organizations should be reorganized to sustain the development of the prevention and treatment of AIDS in Jiangxi Province by positive guide, focus support, selfconstruction and comprehensive management mechanism.
