摘要
抗战胜利后,民主契机在中国的出现催生了省县市参议会的普遍建立,上海市政府决定于1946年4月28日举行参议员选举,以组织上海市参议会,并举行为期一周的扩大宣传活动。竞选宣传成为候选人让选民了解自己的有效方式和途径。从竞选方式来看,有传统的演讲、宴请、标语、传单,也曾借助于现代手段的广播、报刊、广告等现代媒体。这些方式的综合运用,对推进现代选举制度具有积极意义,但主动竞选者的范围和受竞选影响的选举人的范围还都十分有限。
After the victory of Anti - Japanese War, the opportunity of democracy arose in China, which pushed extensive establishment of councils at provincial, municipal and county levels. In an effort to establish Shanghai Municipal Council, Shanghai municipal government decided to hold the election of councilors on April 28, 1946 and a week - long publicity campaign. Election campaign became an effective way for candidates to publicize themselves to the voters. In terms of campaign mode, there are traditional ways of lectures, banquets, slogans and leaflets. Besides, some modem means of media such as broadcasting, newspaper and advertising are also used. The comprehensive use of these methods is of positive significance to the promotion of modem electoral system. However, the range of electioneers and voters influenced by the electoral campaign is very limited.
