Social Work Involvement and Rural Social Management Transformation

当前我国农村社会矛盾以无理有因、有责合法为基本特征,难以得到有效管理而不断发展为社会冲突事件。将社会工作方法引入农村社会管理,建立一体化合作的社会工作平台,既能够在外力参与下,动员农村各个主体及资源,开展集体性行动,化解社会矛盾;又能够针对个人与群体,培养自我负责、自主发展的意识与能力,带动村民生计发展。这不仅实现了农村的和谐与发展,更实践了社会管理从管制模式向协商模式的转换,并使社会工作方法在我国农村社会管理领域的推广成为必要与可行。

The current social conflicts in rural areas are betw een farmers and grassroots government( villages),asw ell as betw een farmers and village enterprises,w hich character is unreasonable but legal,as w ell as w ith causes and responsibilities. They continue to raise social conflicting events for grass-roots governments,village committees and enterprises and are difficult to manage effectively. Through introducing social w ork methods to rural social management and establishing social w ork platform for the integrated cooperation,the external forces can be involved,and rural subjects and resources can be mobilized to carry out collective actions to resolve social conflicts; also,self-responsible and independent aw areness and ability of individuals and groups can be driven and to improve the villagers' livelihood development,w hich not only to achieve the harmony and development of the rural areas,but also practice the mode conversion from the commanding mode to the consultation mode. It is also necessary and feasible to promote social w ork methods in the field of rural social management.
