摘要
清末民初时期的邮差,依据其使用的交通工具来分类大致有步差、骑差、车船差三种;邮差的人事管理体制是较为成熟的,不管是其录用和考核制度,还是其待遇和晋升体制均较为系统;就其待遇而言,该时期邮差的待遇基本上是呈上升趋势的;邮政机构已经开展对邮差的工作培训。虽然这一时期邮差在发展中还存在诸多问题,但邮差队伍的发展在一定程度上推动了我国近代邮政事业的进步,成为近代中国社会进步的缩影,具有较为鲜明的时代特征。
During the period of the late Qing Dynasty and early Republic of China, postmen were categorized into walking postmen, riding postmen, and vehicle postmen based on the means of their transport. Postmen' s personnel management had been relatively mature, in which both the employment and appraisal mechanism and postmen's remuneration and promotion mechanism have been developed. Remuneration was mostly on the rise in that period, and postal departments had already started postman training. Although there remained problems, the ex- pansion of postman staff to a certain extent had promoted the progress of modern postal service in China, which has become a symbol of social progress in modem China that has distinct characteristics of that time.
