论协同治理的生成逻辑与建构路径

社会治理的建构性特质突出体现在其具体的实践机制之中,多元协同作为社会治理的内生语义与实践逻辑,正逐渐由理论构划变为一种现实可能。从其生成逻辑来说,这不仅是我国国家与社会关系嬗变与重塑的必然要求,更是对后工业社会公共性扩散的应然回应。由政府管控型社会管理向协同合作型社会治理的模式变迁,需要我们通过制度的规约与政府的引导,最大限度发挥社会组织与大众传媒的社会治理效能,构建多中心的协同治理体系,并以价值认知的引导机制和利益分配的均衡机制构建多元协同的微观基础,从而实现各治理主体的自我管理,保证协同机制的长效运作。

The construction characteristic of social governance embodied in the specific practice mechanism. Collaborative governance, as the endogenous semantics and the logic of practice of social governance, has gradually changed from theoretical construction to real possibility. Speaking of generation logic, this is not only the inevitable requirement of evolution and remodeling in our country and social relationships, it is more like the reasonable response to the spread of society publication in post-industrial society. The development of social governance modes from the government control type to the collaborative governance type needs us to use the restriction of system and guidance of government, to maximize the social governance of social organizations and mass media effectiveness, to structure a polycentric collaborative governance sys- tem, and to build the micro foundation of collaborative governance based on the guide mechanism of value cognition and balanced mechanism of interest distribution, thus achieving the self-management of each governance subject to ensure the long-term operation of collaborative mechanism.
