作为新公共管理之后的又一轮现代政府改革,整体政府跨界协同已然成为世界公共行政理论发展和实践探索的新常态。在这一理念推动下,行政审批现代化逐渐成为各国行政改革的重点,在转变政府职能和促进经济繁荣中发挥着关键的核心作用。鉴于当代政府建设的发展趋势和我国改革的现实需要,系统梳理并总结发达国家的实践经验,将有利于促进中国行政审批制度改革逐步法制化、规范化、专业化、综合化。

As a new-round government reform after NPM, cross- agency collaboration of Whole--of- Government has become the new normal in global public administration theoretical development and practical exploration. Under this context, modernizing administrative examination and approval is getting more and more crucial in the process of government reforms, and plays a core role in transforming government functions and promoting economic prosperity. Hence, learning advanced experiences from developed countries will be beneficial to building a legalized, standardized, professionalized and integrated administrative examination and approval system in China.
