国家安全委员会制度的国际比较及其对我国的启示

International Comparison of National Security Council Mechanisms and Its Enlightenment to China

我国于2013年底正式成立国家安全委员会,这既是我国国家安全管理的重要机遇,也对我国国家管理制度建设提出了新的命题。本文首先对国家安全及国家安全委员会的概念进行概述,然后基于使命定位-运行模式-治理结构(MOG)的三维分析框架,对美国、英国、俄罗斯、日本的国家安全委员会制度进行分析比较,进而总结出国家安全委员会制度的一般规律和趋势,最后为中国国家安全委员会制度的建设提供启示和建议。

China＇s central government formally established the National Security Council at the end of 2013. The article summarizes and compares the National Security Council mechanisms in the United States, the United Kingdom, Russia and Japan through the framework of Mission-- Operations-- Governance （MOG）, and analyzes their features and development trends. It proposes that China should take measures to build or- ganizational structures and capacities for the newly established National Security Council and to learn from the experiences of other countries. Policy recommendations were made.
