This study set out to explore the potentials for enhancing learning, a factor which impacts on quality assurance in higher education. An online questionnaire survey was conducted of distance learners' learning experience. Results from the survey indicate that the participants were not aware of the characteristics of distance learning, had difficulty in completing learning activities in their autonomous learning, and experienced a strong sense of loneliness due to lack of abilities to deal with learning difficulties. Results suggest that students' experience both in life and study can facilitate the development of metacognitive ability. In the light of these results, three approaches are proposed to enhancing students' metacognitive ability. First, students should be better aware of the characteristics and learning requirements of distance education. Second, learning theories and educational psychology should be integrated into the curriculum of distance education programs. Third, learning strategy materials should be provided for students.
