整体性治理视角下蓝色经济区地方政府合作研究

A Study of Local Government Cooperation in the Blue Economy Zone Based on Holistic Governance Perspective

整体性治理与蓝色经济区建设的契合性,意味着整体性治理理论可以为蓝色经济区建设和地方合作提供某种指导。蓝色经济区建设需要地方政府合作,但目前蓝色经济区地方政府合作面临着行政区划约束、合作性文化缺失,以及缺少长效机制等诸多挑战。随着蓝色经济区区域化水平的提高,地方政府应该从确立整体性观念、加强上级政府的领导、培育合作型组织文化、激发自主创新等方面推动蓝色经济区地方政府合作。

Holistic governance fits into the Blue Economy Zone construction, which means holistic governance theory can provide some guidance. Construction of the Zone requires local government cooperation. However, local governments now face challenges of constraints of administrative divisions, default of cooperative culture, and a lack of long-term mechanism, etc. With a boosting of re- gionalization, local governments need to innovate the cooperation model by enhancing integrality, strengthening higher authorities, fostering cooperation culture and stimulating self-innovation.
