A Brief Analysis on the Incorruptible Culture and Governing Capability

党中央在党风廉政建设和反腐败斗争中一个重要的创新就是廉洁文化建设。通过对廉洁文化与党执政能力内涵的分析,阐述了廉洁文化与执政能力的关系。党员领导干部能否做到清正廉洁,是否具有正确的政绩观,事关党的执政地位的巩固。针对廉洁文化建设与加强执政能力建设有机结合的新局面的开创,提出了合理化建议,为开展反腐倡廉工作提供理论依据和路线参考。

An important innovative effort made during the course of incorruptible building and anti-corruption fight by the Party Central Committee is to establish the incorruptible culture. By analyzing the essence of incorruptible culture and governing capability, this paper has also elaborated on the relationship between them. The establishment of incorruptible culture and achievement view among the party cadres will determine whether the governing positing of the party will be consolidated or not. Targeted at the new situation of combining the incorruptible culture and governing capacity for further improvement, this paper has offered some rational advice so as to provide the theoretical basis and course reference for the anti-corruption in days to come.
