水资源费征收标准调整对江西经济社会影响研究

Analysis on influence of water resources fee adjustment on economy and society of Jiangxi Province

为适应实行最严格水资源管理制度的要求,江西省在充分调研的基础上,从2013年起对全省水资源费征收标准进行了调整。为了了解水资源费调整对社会各行业产生的影响,相关部门采用走访调研和座谈会的形式到全省各级水利部门和典型行业企业开展了用水情况调研工作,摸清了全省当前水资源费现状和存在的主要问题,分析了水资源费调整对主要用水行业、城市居民用水、水行政主管部门和经济社会发展产生的影响。在分析的基础上,提出了相应的对策措施,以保障全省国民经济健康平稳发展。

For adapting to the demand of implementing the most stringent water resources management system, on the basis of full investigation, Jiangxi Province adjusted the standards of water resource fee collection in 2013. In order to understand the in-fluence of the adjustment on the economy and society, the related departments carried out an investigation on water use condition of the water authorities at different levels and typical industries and enterprises in the way of interview and symposium. Through the investigation, the departments mastered the situation of water resources fee and the main existed problems, and analyzed the influence of water resources fee adjustment on main water use industries, urban residents′water use, water administration and de-velopment of economy and society. On the basis of analysis results, the correspondent countermeasures are put forward to guaran-tee the healthy and stable development of the provincial economy and society.
