摘要
阐述了我国环境影响评价中公众参与在本身的机制上和管理监督上存在的不足,分析了公众参与形式、公众参与主体、信息公开程度等对环境影响评价中公众参与有效性的影响,为促进我国环境影响评价中公众参与机制的科学合理化提供参考。
The paper describes systematically the insufficiency of the public participation mechanism,management and supervision＇s system in environmental impact assessment. The effect of the public participation means,main and information disclosure on the validity of the public participation in EIA were detailed analysis. The paper provides a reference for promoting the scientific rationalization of the public participation mechanism of EIA.
