摘要
对比分析黄河调水调沙前后濮阳河段有关实测数据的变化,可知调水调沙以来濮阳河段主河槽所受冲刷效果显著,同流量级洪水位降低1.37~2.73 m,大部分河段河势流路进一步得到归顺、稳定,平滩流量由1 700~1 800 m3/s增大到4 200 ~4 500 m3/s,确保十多年来洪水未漫滩.但同时由于调水调沙作用,也导致濮阳河段河道整治工程险情大量增多,个别工程河势发生较大变化,引黄涵闸引水困难,沿黄干部群众滋生了麻痹思想,防汛准备工作受到影响等.需采取工程措施及非工程措施,逐步消除或缓解调水调沙给濮阳河段带来的不利影响,确保调水调沙工作能持续、健康地开展.
By comparing and analyzing the change of measured data in Puyang reach before and after water and sediment regulation of the Yellow River, it was concluded that the scouring effect in the main river channel of Puyang reach was significant since the water and sediment regulation, and the flood level of the same flow rate decreased by 1.37 - 2.73 m. Besides, it was also showed that most of flow pathes and river regimes became further submissive and stable, furthermore, the bankfull discharge increased from 1 700 1 800 m3/s to 4 200 -4 500 m3/s, and the water and sediment regulation ensured that there was no overbank flood more than 10 years. But at the same time, the water and sediment regulation also brought a series of negative impacts, such as a significant increase in the danger of river regulation works in Puyang reach, great changes in the river regime of several projects, the difficulty in water diversion by the sluice gate, officials and masses who lived along the Yellow River were unguarded and careless, and preparations for flood control was affected and so on. Consequently, engineering and non-engineering measures should be taken to gradually eliminate or relieve the adverse influences of water and sediment regulation on Puyang reach, and to ensure that the water and sediment regulation could be carried out sustainably and healthily.
