Electric power alternatives potentional in Shandong and policy analysis

在山东省目前的能源结构中,电能在终端能源消费中仍具有比较大的发展空间。化石能源受制于资源不足、对外依存度过高,能源价格形成机制的缺陷导致市场化资源配置优势难以发挥,政策扶持不到位导致电能的巨大潜能无法释放。目前,积极探索提高电能在能源结构中的比重已经成为必然趋势。就如何提升能源开发和利用效率,实现节能减排目标,进行了系统梳理分析;提出推广电采暖有效降低煤炭带来的环境污染,从政策上加大热泵及蓄能等电力需求侧项目支持力度,推广家庭使用电炊具等方面来拓展电能使用市场、促进能源结构合理化。

Power energy still have a great developing space in final energy consumption judging from the energy structure of Shandong Province. Fossil Energy depend on import overly because of the lack of it.The defect in the formation mechanism of energy price cause that the advantage of market cant do its best job in allocation of resources. The great potential cant be released without enough support of policy. Currently,It becomes an inevitable trend to improve the proportion of power energy in energy structure. This paper makes combing analysis on how to improve energy development and use efficiency to realize the emission reduction target. In this paper some method are proposed to expand the use of market power and to promote the rationalization of energy structure,like the spread of electric heating to reduce coal pollution,to improve the policy support for heat pumping and other power need,the spread of home use electric cookers,etc.
