Optimal Structure of Social Security

社会权保障评价标准缺乏的结果使现实观察和政策制定失去参照系,产生无序的讨论与争论。本文构建了一个以社会权中教育、健康和社会保障为变量的多部门公共支出的经济增长模型,并探讨了有限支出约束下,社会效用最大化时社会权保障支出的最优结构,基本结论是社会权保障支出对经济增长有促进作用,且其结构有最优解,可以此来探求帕累托改进的路径。虽然社会权保障增长较快,但其规模与结构离最优化水平还有较大的差距,政府需要结构性地调整其公共支出,尤其是要加强社会权保障支出。

The lack of evaluation standards for social rights leads to the lack of reference system between realistic observation and policy-making, and has brought about disordered debates. This paper constructs a multi-sectoral public expenditure economic growth model which including public expenditure variables like education, health and social security. On this basis, it explores the optimal structure of social rights expenditure of social utility maximization under the limited expenditure constraint. The basic conclusion is that the social power expenditure can promote economic growth, and its structure has the optimal solution which can be to explore improved Pareto path. Based on the Chinese data, the empiri-cal results show that, while social rights protection is growing faster, the optimal level of the scale and structure has a long way to go. The government needs to adjust the structure of public expenditure, In particular, to strengthen the social rights protection expenditure.
